Background

At the January 26, 2026 meeting, the Shared Library Services Platform (LSP) Leadership & Advisory Group struck a Consultant Selection Working Group responsible for hiring a consultant to perform a shared LSP feasibility study. 

Recognizing the rapidly evolving LSP landscape, these Terms of Reference may evolve as determined by the Consultant Selection Working Group and the Shared LSP Leadership & Advisory Group (hereafter referred to as the Leadership Group). 

Purpose

The purpose of the Consultant Selection Working Group is to: 

  • Develop a Request for Proposals, to be approved by the Leadership Group, in collaboration with the BC ELN Office 

  • Develop a process and criteria for evaluating proposals 

  • Evaluate proposals and recommend a successful proponent to the Leadership Group 

Membership

The following criteria will guide initial membership, but membership may evolve as determined by the Working Group and Leadership Group: 

  • Membership will consist of 3-4 members including:  

    • 2-3 members of the Leadership Group 

    • 1-2 BC ELN Office staff (non-voting) 

  • The group will meet virtually or in person as needed. 

Roles and Responsibilities

The Chair is responsible for gathering agenda items and setting the agenda, chairing the meetings, ensuring the purpose of the working group is achieved, and communicating progress and outcomes to the Leadership Group. 

Group members are responsible for attending meetings and contributing to the group’s work. 

The BC ELN Office is responsible for drafting an initial RFP, as well as working together with the Chair to schedule meetings, take and distribute meeting notes, and provide the necessary tools and technology. 

Communication

Communication among members will take place primarily via email or Teams chat. 

Meetings

Meetings will be held virtually (e.g., via Zoom) as needed. 

Decision Making 

Decision-making will be determined by consensus. If consensus cannot be reached, or is not appropriate to the question, Robert’s Rules of Order will apply. 

Deliverables

The Consultant Selection Working Group will deliver a recommendation for a consultant to the Leadership Group.
