Shared LSP Communications Strategy Working Group

Background

At the March 6, 2026 meeting, the Shared Library Services Platform (LSP) Leadership & Advisory Group struck a Communications Strategy Working Group to develop and execute a robust communications plan for the Shared LSP project.

Recognizing the rapidly evolving LSP landscape, these Terms of Reference may evolve as determined by the Communications Strategy Working Group and the Shared LSP Leadership & Advisory Group (hereafter referred to as the Leadership Group). 

Purpose

The purpose of the Communications Strategy Working Group is to: 

  • Develop a communications plan for the Shared LSP project in collaboration with the BC ELN Office and the Leadership Group, which identifies goals, target audiences, strategies, key messages and timelines 

  • Bring the communications plan to the Leadership Group for approval 

  • Review communication assets developed by the BC ELN Office under the plan for approval by the Leadership Group 

  • Research and consult on communications strategy matters for the Leadership Group 

Membership

The following criteria will guide initial membership, but membership may evolve as determined by the Working Group and Leadership Group: 

  • Membership will consist of 3-5 members including:  

  • 2-3 members of the Leadership Group 

  • 1-2 BC ELN Office staff (non-voting) 

Roles and Responsibilities

The Chair is responsible for gathering agenda items and setting the agenda, chairing the meetings, ensuring the purpose of the working group is achieved, and communicating progress and outcomes to the Leadership Group. 

Group members are responsible for attending meetings and contributing to the group’s work. 

The BC ELN Office is responsible for drafting initial versions of the communications plan and assets, as well as working together with the Chair to schedule meetings, take and distribute meeting notes, and provide the necessary tools and technology. 

Communication

Communication among members will take place primarily via email or Teams chat. Assets will be held in a shared file space provided by the BC ELN Office. 

Meetings

Meetings will be held virtually (e.g., via Teams) as needed. 

Decision Making 

Decision-making will be determined by consensus. If consensus cannot be reached, or is not appropriate to the question, Robert’s Rules of Order will apply. 

Deliverables

The Communications Strategy Working Group will deliver a communications strategy to the Leadership Group, and guide delivery of communications assets under that plan.
