2026-27 Outcomes Report
Overview
In January 2026, BC ELN began its annual New Resource Selection process, asking partner libraries to suggest resources to be considered for consortial licensing, and adding those suggestions into the 2026 Ranking Survey.

Negotiation Outcomes
BC ELN is now exploring the top-ranked resources and following up with vendors to determine the feasibility of consortial licensing. The outcomes will be summarized below:
- Canada Commons: [Negotiations Ongoing] In Spring 2026, the BC ELN Licensing Team contacted Trojman Corporation to explore a consortial agreement, in partnership with The Alberta Library (TAL), as they have an existing consortial license. After much back and forth with a variety of pricing models to incorporate existing legacy pricing, Trojman requested a delay in negotiations to 2027 to do further analysis and due to the short timeline for existing subscriptions. BC ELN is optimistic about the possibility of a consortial deal next year, and hopes to continue these discussions in Fall 2026.
- O'Reilly Academic for Higher Education: [Negotiations Concluded] In Spring 2026, the BC ELN Licensing Team contacted ProQuest to explore a possible consortial agreement. However, the vendor was not willing to negotiate a consortial agreement at this time due to the existing number of direct O'Reilly subscriptions. The current market saturation would not result in an advantageous consortial deal.
