Licensing Tier Model

During negotiations, BC ELN encourages vendors to use the BC ELN licensing tier model in order to ensure fair pricing across all partner libraries. For more information on the licensing tier model, see the BC ELN Tier Structure and Other Pricing Models.

Tiers are reviewed annually in March. The effective date of the tiers below is April 1, 2020 - March 31, 2021.

Tier 1: Colleges with predominantly two-year programs

Tier 1A: Two-year Colleges, up to 2,000 FTE (ConsortiaManager Tier 1)

Tier 1B: Two-year Colleges, 2,001 to 4,000 FTE (ConsortiaManager Tier 2)

Tier 1C: Two-year Colleges, 4,001+ FTE (ConsortiaManager Tier 3)

Tiers 2-5: Universities and institutes with four-year programs

Tier 2: Teaching Universities and Technical Institutions (ConsortiaManager Tier 4)

Tier 3A: Small universities, up to 1,000 FTE (ConsortiaManager Tier 5)

Tier 3B: Small universities, 1,001 to 5,000 FTE (ConsortiaManager Tier 6)

Tier 3C: Small universities, 5,001 to 15,000 FTE (ConsortiaManager Tier 7)

Tier 4: Medium universities, 15,001 to 30,000 FTE (ConsortiaManager Tier 8)

Tier 5: Large universities, 30,000+ FTE (ConsortiaManager Tier 9)
